New Delhi : The Commission for Air Quality Management (CAQM) in NCR and adjoining areas has announced the immediate withdrawal of Stage-IV restrictions under the Graded Response Action Plan (GRAP), following a notable improvement in Delhi’s air quality.
Stage-IV measures had been enforced on December 13, 2025, after the city’s average Air Quality Index (AQI) crossed the 450 mark, indicating “Severe+” pollution levels.
Current Air Quality Status
- The Sub-Committee on GRAP reviewed the latest air quality data and meteorological forecasts provided by IMD and IITM.
- Delhi’s AQI showed significant improvement overnight due to favorable weather conditions, including high wind speeds, and stood at 271 (“Poor” category) on December 24, 2025.
- Forecasts suggest the AQI is likely to remain between the “Poor” and “Very Poor” categories in the coming days.
Decision and Implementation
Considering the improvement in AQI and the disruptive impact of Stage-IV restrictions on public life and businesses, the Sub-Committee unanimously decided to revoke Stage-IV measures across NCR.
However, Stage-III, Stage-II, and Stage-I actions under GRAP (November 2025 schedule) will continue to remain in force.
- Agencies have been directed to strictly monitor and intensify measures under these stages to prevent further deterioration.
- Authorities will maintain vigilance to avoid the need for re-imposing Stage-IV restrictions.
Construction and Compliance
- Construction and demolition sites that were issued closure orders for violations will not be allowed to resume operations unless specifically permitted by the Commission.
- Citizens are urged to adhere to the GRAP citizen charter under Stages I–III, especially during the winter season when weather conditions may worsen pollution levels.
Continuous Monitoring
The Sub-Committee will closely track Delhi’s air quality and review the situation periodically. Future decisions will be based on AQI trends and meteorological forecasts provided by IMD and IITM.
The November 2025 GRAP schedule remains available on the Commission’s official website for public reference.
