New Delhi : In preparation for the upcoming Bihar Legislative Assembly elections and bye-elections in eight Assembly Constituencies, the Election Commission of India (ECI) has laid out comprehensive guidelines to improve voter experience across all polling stations.
Mandatory Infrastructure for Voter Comfort
The ECI has directed Chief Electoral Officers (CEOs) nationwide to ensure that every polling station is equipped with essential amenities. These Assured Minimum Facilities (AMFs) include:
- Clean drinking water
- Waiting areas with shelter
- Toilets with water supply
- Adequate lighting
- Ramps with proper gradient for persons with disabilities
- Standardized voting compartments
- Clear and visible signage
These measures aim to create a safe, accessible, and dignified environment for all voters on election day.
Voter Awareness and Assistance Initiatives
To boost transparency and voter education, four standardized Voter Facilitation Posters (VFPs) will be displayed prominently at each polling station. These posters will provide:
- Polling station details
- Candidate lists
- Voting guidelines and approved ID documents
- Step-by-step instructions on the voting process
Additionally, Voter Assistance Booths (VABs) will be set up at every polling location. Staffed by Booth Level Officers (BLOs), these booths will help voters identify their booth number and serial number in the electoral roll. The VABs will feature prominent signage to ensure visibility and ease of access.
New Mobile Phone Deposit System
In a first-of-its-kind initiative, voters will be required to deposit their switched-off mobile phones at designated counters outside the polling station entrance. Phones will be safely returned after voting, helping maintain decorum and focus within the polling premises.
Strict Compliance and Monitoring
The Commission has emphasized that all AMFs and accessibility provisions are mandatory. Field officials have been instructed to complete all preparations well ahead of polling dates to guarantee a smooth and respectful voting experience for every citizen.
